Confused

So I just need an outside view, me and this guy had a thing over summer hung out a few times but we were both really busy and live an hour away from each other it ended we still talked on the daily though and we’re friends, then we started talking more have hung out about twice and we said we were going to hook up haven’t and I’m confused on that cause I want to but we never do or make plans to and he says stuff I do is cute what is our relationship is it just a weird friendship?
