Who initiates sex?

Hey loves! So I’ve been with my partner for a while and we’re honestly very happy but he said something last night that made me think.. I noticed that I never initiate sex, even if I want it super bad. I wait till he makes the first move and make him do all the work at first. Now, when we do have sex I sometimes take control and I get on top. I also tell him what to do sometimes. He brought up the fact he wishes I’d be open about when I want to have sex and try and initiate but I realized, I’m scared or something. I’m not even sure why. Have any of you felt this way before? What did you do to over come it? I feel like this could make our sex life better if I branch out and initiate first. Advice please!
