Confused about baby’s hunger

When I breastfeed my LO, he sucks efficiently for a few minutes at most after a let down, but then stops and only flutter sucks, if he sucks at all. I continuously have to wake him up- each time he gives a couple good sucks and then stops again.

Stopping to burp doesn’t seem to help, and neither does switching breasts

This can go on for an hour, and when I finally make him stop, he’s still obviously very hungry. I don’t know what to do. 😩

He’s 4 weeks old.
