Well they are supposed to be able to feed themselves by 2 years old. She's 1 year and already doing it she must be good with hand movement then. It's not unheard of.

I think it also depends on when you introduced them. By 7 months my daughter could feed herself with a spoon and before a year with a fork.

No. A 12-month-old should be more than capable of feeding themselves. Those things should introduced long before they even turn one.
