Am i going to miscarry?

I went to the doctor nov 10th and they could see a sac but no fetus, i went again Dec 3rd and she couldnt find the fetus so she sent me to the hospital. At the hospital they said everything looked normal but hey couldnt find anything in the sac i did blood test to check my hcg levels i was 18000 i took another today and only increased to 27000. She sounded worried and said my levels aren’t increasing how they should. I read online this is a sign of a miscarriage or ectopic pregnancy. Can anyone give me hope?
