i started at fifteen, birth control is used for many reason such as cramps and regulating periods. i became sexually active at 15 and it is very probably your sister has had sex but it’s
totally normal

Birth control can be for many reasons. To help control my period and prevent pregnancy is what I use it for. I started taking it a year ago when I was 17. 
They might be having sex but it really isn’t any of your business.
