never sleeping through

as far as i can remember my almost 2 year old doesn’t sleep threw the night. he had his fair share of problems, he wakes up anywhere between 3 to 8 times a night crying and unsettled. we have tried everything. i have changed his bedtime routine, cut out afternoon naps but nothing is working. he also is drinking at least 3 bottles of milk because he just won’t go back to sleep without a bottle. he’s had grommets fitted in october we thought would help but it hasn’t. we are fighting what feels like an endless battle.
