Can’t decide on placement

So I’m getting my second tattoo today and it is really significant to me. The “love” is in my grandmothers handwriting from a letter she had written me when her Alzheimer’s started to get bad. I can’t decide where I want it. I want to be able to see it and initially wanted it on my arm but idk. I think it would look cute on my neck/back but I won’t be able to see it and I have been thinking about getting a different tattoo with my mom on the back of my neck. Since I think I’m leaning more towards my arm now I just can’t decide where on my arm. What do you guys think would be better, arm or neck? And where on my arm do you like better?
