my doctor told me I can start with both around 37 weeks. they're not meant to help induce you just strengthen the uterus and soften the cervix. 
definitely doesnt work to help induce because here I am 5 days over due 😅😅 drinking 2 cups of tea a day and taking 2000mgs of the primrose oil
