I'm still young, I'm only 20 and I've always liked it rough. But what can I use to start being more kinky/ bdsm? Like how do I use some specific things? Like say hand cuffs, how do I use those in a good/ pleasurable way??

For starters, you need to know what your partner likes.  Handcuffs are great for lower impact play where you won't be struggling much or in really rough play where fast bondage is necessary like CNC.
Honestly start small.  Being held down or told what to do is a great start.  Simple rope bondage to the bed or a chair.  
I made a rig by sewing nylon webbing together in a # pattern, placed some buckles from Walmart on it and finished the ends with O rings.  It sits under the bed as a bondage point and has been used alot over the years.  It cost me maybe $15.
I'm partial to food games. Be put some plastic sheeting under a cheap sheet, tie your sub to the bed, and cover them in ice cream toppings.  I believe that's called sploshing.
Have fun.  Don't take it to seriously.  Know what you and your sub hope to get from this, and don't stop trying new things.
