Just curious, I've heard of this in the past where mothers would catch their sons and start yelling at them, or others that know at a certain age hormones start changing & it's not even like their having sex...

Are they masturbating in a public space or common area? I wouldn’t be upset but we’d be having a conversation about privacy and appropriate time and place to explore ourselves. Also, hand washing. Because ew. 
(Though privately in my own time yeah I’d probably freak out that my baby is growing up and doing things like that. Because what mom wants her baby to grow up and know they’re up to things like that?) 
Other than that, knock before invading their personal space and you won’t see something you don’t wanna see 🤷🏻‍♀️ privacy is a thing that should be expected, even for kids.

I highly suggest to the 6% of you who would judge your child for exploring and discovering how their body works, to go read a book about development and take a look back on discovering your own body.
There is nothing wrong with masturbation. I think parents should talk about it with their kids. I clearly remember being 9 and my mom having to tell me that it’s something you do alone and in private and that it’s ok as long as it’s just you. I’m thankful she didn’t make me feel ashamed.

If I was going to have kids, no I wouldn't. I remember what it was like being shamed for it. 
This is exactly why my friend who has to adopted teenage daughters, is so sex positive and period positive. She even told them sex toys are an option if they aren't ready to have sex. I wish more people were like her.

My mom took me to a hospital and had me checked to see if I had been raped. I remember it vividly as one of my earliest experiences. My mom turned of the vacuumed and yelled, horrified at me, "what are you doing??" (I hadn't been according to drs, and still dont believe I was ever sexually assaulted). My entire family shamed me for it as it became (to me) an unexplained nervous tic. Started when I was like 3 I did it sitting usually on a hard surface, sitting up, fully clothed, no genital contact.  squeezed my knees together and sort of rocked. That's what my parents called it, rocking. I hated it, and myself, and always and only did it when I was anxious. I had no idea what was wrong with me until I was probably 10 or 11 and had a deeply engrained nervous coping disorder. I couldn't control it really. Sometimes did it multiple times a day. It wasn't really enjoyable. All I knew was it was disgusting and made myself and my family ashamed of me/disturbed. I basically discovered the internet, and googled it. Have been healing ever since, but I absolutely can't orgasm during sex. Turns out my parents understood all along but just never ever spoke to me except to be angry or horrified and banish me or stop me immediately or whatever. But they never explained what was happening or brought me to any psychologists or anything. They just let me... idk. Rot in my shame, honestly. Brother had low level asperger's syndrome. He took their emotional energy up, I think.
TLDR dont shame child masturbation. It can cause lifelong pain.

I would not be upset in the least bit. I would mention appropriate time and place for it if necessary. Other than that I wouldn’t say much at all.... I plan on having very open dialogue with my kids regarding sex ect....so by that time hopefully they would be comfortable if they had any questions.
