Thumb sucking/ Pacifier

My 19month old has been sucking her thumb from about 4 months and it has caused her upper set of teeth to deform. I’ve tried the bitter thumb sucking liquid, she licks it off; plaster on her thumb, she bites it off. Started telling her “remove the finger” and she would follow sometimes but now she thinks it a game and would put it right back.

Would it be a bad idea if I introduce the pacifier at this point?
