Foundation hates me

HELP! I cannot find a foundation that works with my skin. I have dry but super oily skin and I use masks, lotions and exfoliate to try to fix the dry skin issue. Foundations just seem to show my dry patches and never sits on my skin right. It breaks apart as I apply it. I drink almost nothing but water and take multivitamins daily. I'm on a drugstore budget (full-time college student), need either porcelain but preferably lighter, and need recommendations for foundations, PLEASE! 😭
