Is not being able to fully dilate genetic?

Idk if this is a dumb question so sorry if it is lol. So my mom had to have c-sections with both my sister and I. My sister only dilated to 4cm with her daughter and had to have a c-section as well. Well now I’m pregnant and I really want to have a natural birth, if possible. I’m just wondering if a c-section is inevitable for me since my mom and my sister both couldn’t dilate fully? I don’t think size has anything to do with it but we’re all really small and petite, my mom is the tallest out of us at 5’1.
