Make up help

I literally never wear make up except a few times a month sometimes I don't at all for months. Most foundation drys my skin out n it gets flakey. Rn I use CoverGirl classic ivory 510. I have no make up except that and some cheap mascara. I'm almost 21 and don't have a clue about make up. But I wanna learn. What are some good make up sights to buy from? With cheap/affordable make up. What kind of make up would I need? I want all kinds and I'm planning on getting a lot. Please help.

My skin is dry and breaks out alot. Btw
