My toddler is driving me crazy !

Okay so I just had a baby 6 days ago and I have a two year old almost 3. He is so hyper and doesn’t listen to me at all. My hubby is in the army so he’s currently not home it’s just me and the kids. My toddler will harass me, spit at me, throw things everywhere, spill water everywhere. The main thing is he DOES not listen! I tell him not to put his toys in the babies face and he doesn’t care. I can’t leave him near the baby at all so I can’t get anything done. Yesterday I had to drop my rent off and I was holding the baby and he ran away from me and wouldn’t come back. I was literally chasing him everywhere. Anyways any tips on how to discipline? This is so hard for me with a new born. I’ve tried time out, spankings, and talking to him and nothing. Or is this just how two year old act lol
