Crush/thing problem

So my crush that is also my friend is so confusing, he’s kinda known to be a fuckboy yet he doesn’t get many girls and he doesn’t really tell anyone if he does but I have liked him for about 4 months and he knows this and a few weeks ago he said we could “see where things go” but it hasn’t gone further than a flirty friendship

Every time I see him he gives me a big warm hug and once he kissed my head l, one day I was crying at lunch into his chest and he grabbed my face and stroked my hair and said “awh you’re so cute”. And he does shit like this everyday but he says he’s “not ready for a relationship. It’s so frustrating because we obviously have some type of feeling for each other but he’s not doing anything about it. Advice?? <3
