Normal. If you want it to really fade quick my OB suggested using silicone scar strips that stick on to your scar and you leave it on just rinse it off and reapply daily. To be honest I would leave it on for days and then rinse and reapply. I did it for 2-3 months and My scar was barely noticeable at the end. 
I just had another c section 6 weeks ago but you can see the first cut above this one and how much it faded. I just got the go ahead to start the scar strips again Friday so I just ordered them.

Looks normal. It’s called keloid when it puffs out like that. Some people are more prone to keloid scars. I personally am prone to them. Mine has gotten better over the last 2.5 years.
