Cysts or follicles

I am on my 3rd round of clomid. First 2 rounds 50mg cd3-7. No ovulation on 1st round got pos opk on 2nd, but low low progesterone.

Round 3 100mg CD3-7. Went up on dose because I was ovulating so late. I went to OB on cd 8 to check for anything ( cysts). There was 2 what looked like follicles measuring about 15-14mm, one on each ovary. Also had some baby ones. Doc thinks they are cysts, but I'm going back on CD 13 to have them looked at, see if they have grown. If so then could they have really been follicles that big? That early? Meaning I will be ovulating like CD 14/cd15?

Have anyof you ovulated this early? I have never ovulated before, finally did for the 1st time 2nd clomid round, cd19 tho.
