Hurt on job

My adolescent brother works at shake shack and recently got hurt on the job. Three of his fingers in his primary hand sliced open and needed stiching. His manager refused to call the ambulance. They saw he was bleeding a lot, dripping blood everywhere and told him to take a cab to the nearest ER. Now they're refusing to pay him the days he is going to be off. What can he do?
