Depends. Verbal abuse, yes. Some people don't even realize they do it but can fix it in therapy. Physical- I would say no because it would be too easy to slip back to violence and usually subsequent attacks are 10x worse.

Yes, I believe they can. With enough counseling and the will and desire on their own to change, I believe it’s possible. However, a very very slim, slim to none-will change. It takes a huge portion of self actualization to admit they’re wrong and do something to fix it. With that, I’d say give it time before you ever go back. And if you do, keep at a distance until you’re certain it won’t happen again. In my situation, he did not change. No matter how badly I wanted him to and set him up with counseling. You can lead a horse to water, but you can’t make him drink. Stay safe!

Reluctantly, I say yes.
A lot of people have issues that end up causing them to be abusive and not respect other people's boundaries. A lot of people can work through these things and grow. Some can't and just get better at hiding or pretending.
It depends on the cause of their behavior, and where they fall on the spectrum of an antisocial personality disorder. Even some low level narcissists can change. But not the ones higher on the spectrum, they will never be safe people to have a relationship with. 
Don't feel obligated to give someone another chance, and be aware that abusive and manipulative people are VERY skilled at faking. You see one crack in their story, gtfo. 
My emotionally abusive ex is in therapy working on himself, and I genuinely think he has changed, but it has only been a year, he is still selfish, insecure and manipulative, he's just getting better. 
Undoing how he learned to act from being abused himself, and learning coping skills, and accepting himself more is going to take work and time.
I sympathize with him & care for him, but I 100% don't care if he has changed right now. I'm unwilling to risk going through that again.

As a blanket rule, no!!! Abusive people very very rarely change their ways. But OCCASIONALLY someone who has been abusive in the past can learn to manage their anger and communicate in different ways. 99% of the time, abuse will continue.
