Help Please

I've been dating this guy for about a month, but we've known each other for quite a while. He takes my feelings into consideration, and makes sure I feel comfortable with something before doing it. The only problem is he's very shy and doesn't want to push my boundries. Because of this, he doesn't really do anything unless I ask him to... He even asks before kissing me. Don't get me wrong, he's super sweet and I love him to death, but I want him to make the first move more often. Am I doing something wrong that's making him hold back? I've tried talking to him about it, but nothing really changes. Any advice??
