Did I just not ovulate?

The darkest I got was cycle days 13 and 14. Did I just not ovulate or should I wait longer and keep testing? Glow predicted first that I would ovulate on the 14th so even with a negative we baby danced anyway. The only think different this month then last month was my doc has me taking low dose progesterone all month because even though I ovulated last month my progesterone stayed so low I never built enough lining for an egg to attach to. Any ideas as to what is happening?
