Why is it so hard to make friends...

I just moved across the country.. I’m in the military and know only a few people up here. My husband is in a different state as well. I have no one but my dog. I did make friends. Actually, I had a few friends who wanted to do something this weekend. All of them have bailed on me to hang out with other people. I have a 4 day weekend and I work 12 hour shifts so I really wanted to go out and enjoy it. I wish I could just go out and make friends but it’s easier said then done especially since I have no car and don’t know the area well. I’m sitting here feeling so defeated because I am crying and lonely.
