Would you call him a “virgin”

Honest opinion!!!

So my boyfriend has told me he’s kinda a virgin kinda not. So listen... when he dated his ex he had a condom on and stuck a little of the tip in maybe twice, but never fully penetrated or finished in or outside of the condom because he said it was awkward for him. The first time he’s ever came with a girl was from a handjob from me. And him and I have messed around and rubbed his penis around my vagina, but nothing really went “in”, just pressed against, and Im a virgin and would say I still am.

Would you say he’s still a virgin because he never really engaged in “sex sex” by finishing or sticking it in more? Or would you say that he isn’t a virgin because it still went in even though it was barely not even the tip.

I’m curious your opinion. For me at least, I think he’s still a virgin because he never has engaged in the full on sexual inter course. But let me know your thoughts.
