Blinds slats facing up or down for maximum privacy? (Picture for example)

My husband and I are at a disagreement, which do you think provides maximum privacy? 
(I already googled it just looking for YOUR specific opinion)

Blinds titled down. When they’re up, you can stand outside and look up them and see inside. I’m sure you can barely see anything but it always creeped me out.

First story, slanted up, second story, slanted down. I feel like if it’s slanted up on the second story, someone outside can see between the blinds if theyre looking  up  into it

We always kept ours tilted up, our house was on stilts so it was off the ground, our Dad always told us if their tilted up, we can see if someone is walking by the house.
