Should it still be taking this long to feed?

My LO is 3w3d old and still feeding between 35 to 40 minutes every feed. Is this normal?

Yes, as long as babe is not getting fussy at the breast. Listen to sucking and swallowing sounds. With my first she got more efficient at about month 4

Yep, as long as baby is active at the breast. Active meaning long jaw drawing motions. Not little piston like up and down motions
