Do I still need a separate bassinet? Or can I have my baby sleep on the top portion?

Read the manual or find the warning label - the rules in Canada, US, Europe are all different. Some are not safe for baby to sleep, even though it’s literally an area that looks like it’s designed for sleep lol. It’ll tell you the guidelines :) 
I got this cute bassinet at my shower, and right on it the warning label says it’s safe for sleep as long as there’s nothing else in the bassinet, and only up until 11lbs or the baby starts rolling over.

You don't need a separate bassinet. The one in the pack and play is fine. That's what we will be using as well.

The top portion is meant for baby to sleep in I don't see why you need another separate one. Now I have bought only a bassinet because my son absolutely hated the pack and play. So I just didn't wanna waste more money on another one. Our bassinet has wheels on it and it's light so we plan on moving it in and out of the room when needed

I have a pack and play with the bassinet and a separate bassinet. I have one in living room and one in bedroom. That way I can lay him down in whichever room I am in.
