Is it normal to get acne breakouts in your 20’s?

I’ve noticed since I turned 24 (I’m now 25) I’ve been having more breakouts than I ever remember having in the past...they’re not “cystic” or all over every inch of my face or anything..but for example I have 2 on my forehead and a couple on my chin and a couple in the side of my jaw ..small ones...it’s so aggravating, seems like some months I have breakouts and some month my skin is great ...wondering if this is normal ? My periods are normal by the way.
