Weaning tips!

I planned on cutting off my twins at 12 months, easier said than done! They are almost 17 months now and they demand I nurse them, they go as far as pulling my shirt down or lifting it up 😑 they don’t sleep through the night and never have. They refuse to eat food most of the time. They rather just nurse with snacks in between feedings. I’m desperate at this point to wean them off. I’ve tried skipping all day time feedings and just rocking them back to sleep when they wake up in the middle of the night but I always give in because the cries can get extremely loud and to avoid my other baby waking up I give in. What do I do??
