Need to lose belly but don't want to lose more weight

I'm at a healthy weight for my height (134 lbs) but I still have several inches of belly fat. It hangs over my pants and shorts. How do I lose it without losing the weight? If I do core exercises it'll just tighten the muscles underneath and do nothing with the fat on top 😩
