is it still safe to have sex being fertile / ovulating if i’m on the pill and using condoms? or just being on the pill and not using condoms?

You shouldn't ovulate if you're taking the pill.

If taken properly you will not ovulate on the pill. The pill, when taken perfectly is 98-99% effective. A condoms is about 96-98%. Both are in a pretty good percent range and when used together is about as close as you can get to 100% effectiveness. However, many women choose to use the pills as their only form of birth control. Like me! I have too many medical issues surround condoms (multiple infections and irritation leading to tears of my vaginal walls), so I use the pills alone because like I said, when taken correctly are extremely effective. 
It’s your choice. But also condoms are the only way to prevent STDS. Unless you are in a committed relationship and you both are clean, I wouldn’t recommend stop using condoms. Best of luck!
