Potty Training help

My daughter will be 2.5 next month. She refuses to sit on the potty. We have potty books we read all the time. Verbally and physically she is ready ( she can pull her pants down herself and speaks very well in sentences ) I have offered prizes, stickers, rewards. I got even better prizes to try and see if that would help and no. Every time I say let’s go potty she says no. I let her try with no underwear and she just peed on my floor. I don’t know what to do.
