Is this considered cheating? Should I give another chance?? 😪

Question

So me and my ex broken up last year because he moved to England and we thought it wouldn't work out between us but we stayed friends (he is probably one of my best friends). We have completely moved on and he has his own girlfriend too.
I started seeing someone in July, and I really like him. One day he saw my ex messaged me something and he got extremely jealous. Bear in mind we were not dating at this point. After noticing now upset he got I decided to not risk this relationship and told my ex, "Hey I'm seeing someone and I think it's best if I don't talk to you as much just out of respect because I see us being serious." But this made him distrust me.
My ex understood and was completely fine with it so I stopped talking to him and focus on this new guy I was seeing.
We started dating early August (3 weeks ago) and he is friends with this girl who he used to have a thing with. They were friends for 3 years and had sex several times. I knew they were friends and was completely fine with it until he canceled a date with me to see her. I was upset and he said he will cut her out. But the next few days he said he can't do that because he values their friendship. I also did value my friendship with my ex.
So I decided to compromise with him and set boundaries. As in, it's okay for them to be friends and hang out sometimes as long as he's being open about it and that he tells me. I also notice some weird things happening because once this girl knows he's dating me she started messaging him every day and ask to meet up and stuff. She is also someone I know, but whatever it is she never tries to include me in their hangout.
I once told him I'm not too comfortable with him constantly seeing her but he said, "Oh you think you're so special that I would sacrifice a 3 year friendship for someone I've only known for a month?"
Today he was supposed to see me after work but he said he's feeling a bit weird and wants time for himself and would spend time with me tomorrow instead. I agreed. Only to find out that this girl was at his place at 12am at night from her instagram story. I noticed his stuffs on the picture. So here's our conversation:

What do you think? How should I proceed from this? Should I give him another chance or what would you do?

I stopped reading after the first few screenshots because it just seemed like the same conversation over and over. 
So I have mixed feelings about the whole cutting off the ex thing. I used to think it was controlling and not fair, but as I've gotten older I understand it more, to an extent. It's not okay for him to tell you that you HAVE to cut ties, but it doesn't sound like he did? With all that being said, this seems pretty toxic for only being a few week old relationship. He's sneaky and kind of a hypocrite. Did he cheat? Maybe.

I dont care if it’s actually cheating or not, he’s expecting you to cut off your ex when he refuses to cut his off. That’s not going to build a stable relationship so I’d just cut this guy off now, and don’t lose your best friend over it. It’ll save you a lot of heart ache in the long run.

He doesn’t seem truly sorry, doesn’t thing he did anything wrong, and is just saying sorry to appease you. He doesn’t see any fault with his actions or his mindset. Cut your losses. It’s not gonna get much better from here. Be happy you haven’t wasted much time with him and don’t waste anymore. Move on.

Just break it off and move on. He’s most likely still involved with that girl if he’s willing to choose her over you. He’s shown you where his priorities are and it’s not with you. My husband and both decided to no longer be in ANY sort of contact with exes once we started dating cause it’s just messy. You’re young and got a lot of time to date, don’t waste it on someone who doesn’t put you first.

IF she randomly stopped by at 12am- he couldve text you and invited you over to meet up. 4. Whats an ex fling, friend or not, doing randomly popping up at his house that late? Yah - I echo what the others said.  I stopped reading.  This is not a good or healthy relationship.. let him be with her, and you move on... I don’t understand why you would want to be treated this why for only a 6 month relationship?
