Me and my family were on a walk. My dad is Vietnamese. There were two boys and when we went past them they yelled 'nee how' really loudly and obnoxiously and several times. I'm pretty sure it is but I don't know.

Ni hao is Chinese for hello, but they were saying it with prejudice as a comment about his ethnicity. So I say yes, it was racist.

Racism is defined as:
“prejudice, discrimination, or antagonism directed against someone of a different race based on the belief that one's own race is superior.”
It’s actually impossible to tell (without asking or knowing them personally) what a person’s beliefs are. Without actually believing your race is superior to others’, all you are is a bully.
