What could this be?

So my mom went to the state fair today and wore a new pair of jeans- which were completely washed but I thought I’d state it here in case that has something to do with it. She’s never had an allergy to any of the materials before so we’re confused. 
We got home from the fair and saw this on her ankles. None of us, not even me with exposed ankles had it. Yes there were bugs but not biting ones. 
Any help is appreciated.

I doubt it's the jeans. It's only on her ankles. It would be all over her legs.
Did she walk through any kinds of grasses or weeds or hay? Could it be her socks?  Just keep an eye on it for now. Watch for the swelling to go down. If it gets worse I'd make a trip to see a doctor

Maybe there was some chemical from the dye or something still on the jeans

Are they just on her ankles? Not on her whole legs?

Contact dermatitis. Textbook. Hydrocortisone and follow up with your PCP if it hasn’t resolved or becomes worse.

Was she wearing boots? One time I was wearing loose fitting cowboy boots that were swiping against my ankles when I walked and made these marks

I say mosquito bites too me.

If it’s itchy or bothersome try some cortisone cream and  Benadryl and if it doesn’t help in a week, I’d go to doctor
