ANYONE ELSE HAVE IUGR?

I’m 36w6d and I keep failing my non stress test. I have twice a week along with an ultrasound. I barely ever feel my little girl move. Maybe around 12-15 times a day. And I don’t want to keep panicking and going to ER due to lack of movement. I’ve also been told that I have just enough amniotic fluid and that my little girl has sludge in her gallbladder, I think and something is wrong with her liver. I see a high risk doctor on Friday. Anyone have/had IUGR and has/had been feeling worried about everything?
