Common scam?

Are brake replacements a common scam at Auto shops? We just went to get our car inspected and they say it won't pass unless we change our front brakes which seems like a load of shit considering there's no noises or lack of actual braking when we brake. We're going to another shop for a second opinion but I'm just wondering if anyone here has some input?

My husband’s best friend is a mechanic and had been for well over 20 years. One year I took my car somewhere local because my inspection was overdue by a few months (it sat all winter) and the place I went to tried to scam us and say my brakes were seized up as well as other issues and needed to be fixed before it passed inspection. My husband knows a bit about cars and knew this guy was wrong. I took my car to my hubby’s best friend a half hour away and there was absolutely nothing wrong with my brakes or anything else. So yeah, there are a lot of places that try to scam you out of money. Fortunately, my hubby’s best friend isn’t one of those shady mechanics.

always get a second, third, even a fourth opinion before you make any commitments.
if I were you, I’d stay away from shops (unless it’s the car dealerships, duh), but find a mechanic you trust. shops are known for scamming. :/

It's always good to get a second option but needing new breaks is pretty common. You are able to check your pads yourself. It's pretty easy. Do you hear squeaking when you stop? This usually means you need new break pads.

it won't pass the smog? Then yes, you need new brakes.

Taking your car to a shop, they're always going to find SOMETHING "wrong"
 That being said, you do go through about 3 sets of front brakes to 1 set of rear, so they do need to be replaced more often.
 You can check the brake pads yourself to see if they really need to be replaced not too big of a deal. I actually change my own brakes lol
