Need Advice!!

Just moved into a new apartment with some new roommates and one roommate has a dog. A 7 year old pug. She only takes it out to pee twice a day since we live on the 2nd floor (8 am and 5 pm). I’ve told her it’s not healthy for the dog to only be let out twice a day (they should be let out 3-5 times/day) as it can increase chances of UTIs and other bladder infections but she laughs it off and tells me she knows her dog better than I do. Other people have been there when I told her this and they all agree with me. I just feel so bad for the dog and would take it out myself but it’s leash/harness stay in her room at all times. What do I do to get this across to her and help the dog?
