Baby's face

Hello, so my little one is 6 weeks old, and at 4 weeks he was diagnosed with baby acne and eczema..the doctor told me to use hydrocortisone 1% and vaseline or aveeno lotion or Aquaphor...I used it two maybe 3 days and his face, and ears cleared up. ...so I stopped with the hydrocortisone for three days ,I just used to Aquaphor, but now it seems to be coming back with red bumps. What can I use to keep the eczema and baby acne away! He rubs his face because it itches! Any suggestions?
