To comment/compliment a black womans skin tone/hair style?

Im a white woman and i tend to love black woman beautiful curly natural hair.

Well this woman had beautiful skin tone and i wanted to comment/compliment but would that be considered a racist comment?

Im not racist and just would never want to offend someone with a comment that i meant as a compliment. Thought i should ask first.
