Three month old hates tummy time

I’ve tried propping her up on a rolled up receiving blanket, doing skin to skin on my chest, laying her on my legs...She just fusses and lays there every time. She can hold her head up for the most part in a carrier, but not so much when she’s sitting in her floor seat. She was born a month early too, so maybe she just won’t catch up for another month yet? She’s ahead with all her other milestones and I’m worried that I’m not doing something right. I don’t want to delay her progress. :(
