Getting letters about owing money?

I keep receiving letters saying I was in a wreck in Virginia (don’t live there, never been there) and that I owe money. I bought a new car in April and this letter is saying I was in a wreck in July. Does this look legit and should I call tomorrow or is it just some kind of scheme?

The phrasing seems off. "Seriously past due", "we want to resolve this matter with collections." A state letter wouldnt phrase it to make it seem like they care about your situation.  
Is there a header to the letter? It should have an official letter and whomever signed it should be able to be found in a state employee directory.
Also I have no idea why you would owe VDOT for anything accident related

Google the number they listed to see if it belongs to where it says it says it does to see if it's legit. Considering they want it to be made to the commonwealth and not an individual, I'm more inclined to believe this letter without investigating it first. If it is legit, definitely call them and get it straightened out before it hits a debt collector.

Like others said google the number.  It’s same like a fraud because you never been there. So how would you have a car accident in a place you never been to. ￼

Not legit ... the spelling of check in the last paragraph should be spelled cheque lol I wouldn’t worry about it at all
