Commitment issues?

So I’ll try and keep this as short as possible. My boyfriend and I have been together for 16 months. We broke up for about a month due to some issues not being resolved properly, but got back together and we’re fine. That was about 5 months ago. Now he’s been talking about moving out on his own and I suggested us moving in together. I’ve been wanting to move out too and it’s always been our plan to get a place together after we graduate from college. He’s decided to move it up now is the only difference. Well he doesn’t want me to live with him. He thinks it’s “not smart”. I understand his reservations because we’ve been broken up before, but I feel like it may be more commitment issues. He doesn’t even want to think about marriage with me let alone engagement. And now at almost a year and half he doesn’t even want to live with me, even for 6 months in a lease. Am I being dramatic or does this really spell commitment issues?
