Daughter hates having no nappy

Hey ladies. My daughter wont let me toilet train her because she has a phobia of having no nappy. It started when she went outside with only a tshirt on and the boys next door were saying mean things to her. Now she wont even bath without a nappy. Its been 8 months and ive tried everything but she has a full blown freak out if she has no nappy. Undies dont do anything for her. I even said ill walk around in undies with her 😂 ill try anything but shes just refusing. Do you think she will grow out of it?
