Can i take my 2 month old out for a walk ?

A short walk would be perfectly fine IMO - it can be a LONG winter if you avoid the outdoors. 
Dress baby warmly & cover them with a blanket. Have another blanket to cover the stroller to bloating wind.

At that age I would say no, it’s hard for them to regulate their temp. Go to the mall and make sure they are covered. It’s flu and rsv season

No it's too cold. Give it a little more time. Them getting sick at this age is so hard on them(not saying your baby would) but if so there is little the hospital can prescribe at such a young age.
