What are these bumps

My baby has had these bumps and that lil light patch for over a week now. She doesn't scratch it at all. What can they be, if anyone has experience this, please share.  
Also she has some red bumps in the crease in the back of her neck that she continues to scratch. I think those may be heat rash.  How can I get rid and stop the itching.  She's so irritated by it.

Looks like eczema! My son had this and we tried raw Shea butter twice a day and it worked!

Might be eczema too, my son’s eczema looked like this. My pediatrician recommended applying aveeno or cetaphil daily

Looks like dermatitis.  I’d try a free and clear detergent if you haven’t already, and switch to an allergen free soap and lotion like baby Castile soap and cetaphil or remedy products.

I think you should change her clothes and dont overwrap her. Apply cornflour
