My husband wants to stop potty training after 4 months...

My husband puts a pull up on our daughter every chance he gets. If she has an accident or if they let me sleep in he puts a pull up on her instead of panties. If I dont remind him to take her to the potty he wont take her and she has yet to start telling us she has to pee... she has a lot of accidents when they're alone because he just doesnt take her to the potty.

How do I get her to tell me she has to pee? She'll tell us if she has to poop. When she has an accident I put panties on her and take her to time out. Any suggestions?
