Should I have tipped?

The waiter took our order. Someone else brought the food and someone else brought the drinks. The original waiter nor anyone else come around even once. I went up to the front twice to get ketchup and our bill. My mom was mad and didn’t let me tip. I know there is always this kinda post everyday but because it is stressful. I would be fine with higher priceshonestly if it meant not being worried about my food being tampered with and better attitudes.
