Help Please!

So my husband is a truck driver. Meaning hes gone alot of the time. I stay at home with our kids (5 months and 2 years). We have talked about me being a Brat and Rope Bunny. Hes open to the idea and loves treating me as a sub while hes home. The only problem is he cant seem to get into the mind set of a Dom. He talks and acts like one but he has a hard time following the rules he set for us to follow. Like if I break a rule he has set he doesn't follow through with the punishment. What can I do to help him follow through? To help him fully commit to this? Any help is welcome.
